Sir J. Jordan to Sir Edward Grey.-(Received March 23.)

Peking, February 4, 1907. IN my despatch No. 27, Confidential, of the 18th January last I mentioned that, as a result of instructions issued by the Shui Wu Ch'u, Consuls were likely to be denied access to the Annual Customs Returns until they had been approved by the Controllers here and proofs had been received from the Statistical Department at Shanghae, and I added that I was endeavouring to obtain a modification of the rule which would satisfy our requirements.

I represented to Tong Ta Jon and to Sir R. Hart the great delay and inconvenience which the withdrawal of a courtesy we had so long enjoyed would entail, and I am glad to be able to report that an arrangement has now been made under which Consuls are to be allowed at each port access to the manuscript returns as soon as they are ready for transmission to the Statistical Department at Shanghae.

1 telegraphed this decision to the Commercial Attaché at Shangbae on the 20th ultimo, and requested Mr. Hosie to make it known without delay to the Consuls, from whom I had received numerous complaints on the subject.
